Texas Rock House is a well-established provider of residential, day habilitation, foster care, in-home services, and recreational programs for individuals with intellectual and developmental disabilities (IDD) across Texas. Founded in 1979 by Brad and Nancy Allen, this privately held organization serves over 500 individuals via hundreds of dedicated staff, operating through Intermediate Care Facilities (ICF‑IDD) and HCS programs. Current locations include Stephenville (HQ), Cleburne, Eastland, Fort Worth, Georgetown, Lubbock, Midland, and Odessa.


THE OPPORTUNITY

Texas Rock House seeks a strategic Chief Financial Officer who will report to the CEO and lead the finance, IT, facilities, and risk/insurance management departments. They will develop and implement budgeting, forecasting, and reporting systems, drive process improvement, and build leadership capacity within the finance and operations teams. They will also oversee banking, insurance, and audit relationships.


This leader will partner closely with the CEO to ensure accountability and a positive work culture across all levels of the organization to further mission impact and improve lives. They are seeking a hands-on, relational CFO to stabilize and strengthen their financial and operational systems.


The new CFO will have the chance to lead in a unique place where employees genuinely love their clients and are willing to sacrifice and work hard to make their lives better. This role is ideal for a seasoned financial leader who thrives in healthcare or government-funded environments and wants to make a meaningful impact by building strong teams and financial accountability.


Ideal Candidate Background & Expertise:

  • 7+ years of financial leadership experience, preferably in healthcare, adult residential care, or government-funded sectors. Healthcare experience is not required, however, and candidates might come from other industries.

  • Strong operational and budgeting experience.

  • Hands-on, collaborative, with a calm, steady leadership style.

  • Focused on building systems and developing others.

  • Not required but nice to have...

    • Licensed-service experience including multi-site residential care compliance (e.g. ICFIDD) and Medicaid/CMS systems.

What began in 1979 as a grassroots response to support adults with IDD has evolved into a trusted organization offering ICF‑IDD residential homes, HCS services, in-home supports, day habilitation, vocational training, recreational activities, foster care, and crisis services. Each residential home accommodates small groups, staffed 24/7 by trained professionals and QIDPs to deliver individualized care plans, nursing, behavior management, and community integration.

WHAT THEY DO

Mission: Rock House empowers compassionate teams by channeling vital resources to build supportive communities so that individuals with intellectual and developmental disabilities experience independence, personal growth, and quality medical care—fostering peace of mind and meaningful living.


The company utilizes two delivery methods of care: the Home and Community-based Services (HCS) program is a Medicaid waiver program specifically designed to support individuals with intellectual and developmental disabilities (IDD) to live in group homes located in the community of not more than four residents, rather than in institutional care facilities. Intermediate Care Facilities (IFC) provides comprehensive residential and habilitation services to individuals with IDD in homes ranging in size from six to thirteen residents.

POSITION DESCRIPTION

Title: Chief Financial Officer

Classification: Exempt

Reports to: CEO

Direct reports: Director of Accounting, Facilities Maintenance Manager, IT Manager

Travel: Minimal, works out of company HQ


DUTIES & RESPONSIBILITIES

  • Lead and manage the financial operations of the company

  • Daily management of financial decisions resulting in achieving targeted revenue and profits

  • Assuring culture of servant leadership to Rock House employees

  • Setting goals and helping towns solve financial issues while achieving targets

  • Manage the IT development team to ensure achievement of technology goals

  • Lead the annual budgeting process and monthly management of the budget

  • Manage cash flow to ensure the availability to capital for the operations of Rock House

  • Timely and accurate preparation of the Financial Statements

  • Management of external financial relationships

  • Worker compensation monthly reports and annual audits for all companies.

  • Insurance claim submission, investigation, and settlement negotiation

  • Management, research and purchasing insurance, health and benefit packages

  • Management and audit of workers comp policies

  • Acquisition and disposal of furniture and vehicles

  • Manage relationship with external Accountant

  • Work closely with the COO to ensure coordinated budgeting, billing, and financial planning.


Key Metrics Include:

  • Effective reporting and metrics

  • Trained back-ups for finance team members

  • Annual budget process in place for 2026


QUALIFICATIONS

Education & Experience:

  • Bachelor’s degree in accounting, finance or similar field required; CPA, Healthcare Admin, or related master’s a plus.

  • 7+ years in senior leadership roles within IDD, human services, healthcare, or nonprofits.

  • Equivalent experience in manufacturing or other fields will be considered.

  • Expertise in Medicaid-funded programs, ICF‑IDD/HCS compliance, and residential service systems is a plus but not required.

  • Calm, steady presence


Competence:

  • Works collaboratively with others to make decisions... able to develop other leaders around them.

  • Internal Audit experience and reporting is important.

  • Flexible and adaptable, this finance leader will create structure where needed in a fast-changing environment.

  • Background in facilities management or IT management oversight is a plus.

Challenges:

  1. Developing annual budgets (financial, maintenance, etc.) within a complex Medicaid and DADS regulatory environment.

  2. Need for a tracking system for income and expenses.

  3. There is an urgent need to create systems that formalize institutional knowledge, which is resident in long-term, committed employees’ memories. The departure of some of these long-term, experienced leaders will require a revitalization of key processes.
